New Sod or Seed Permit

If you want to install new sod or seed in your yard, you need a permit. Find out the requirements and complete your application below.

Soil is the foundation and support system for a healthy lawn and garden.  Because of the low nutrient content of the soil in this region, the Board of Public Utilities (BOPU) requires extra composting to amend the soil prior to installing new sod or grass seed. Properly amended soil results in a healthier and more drought-tolerant turf.

Step 1.Amend the soil before installing new sod or seed

  • Add at least 3.5 cubic yards of organic material per 1,000 square feet of the area to receive new sod or seed - approximately an inch spread across the area.  Acceptable organic material includes compost, aged manure, or peat moss. Fertilizers and polymers are not a substitute for compost.
  • Disc or rototill the organic material into the soil to a depth of 6 inches.  
  • Water one-half-inch of water daily for two weeks, then water one-half-inch every other day for two weeks. Reminder: from May 1 to September 1, no watering is allowed between 10 a.m. and 5 p.m.

Ideal soil for landscaping is composed of 45 percent minerals (clay, silt and sand), 5 percent organic matter and 25 percent each of water and air.

Step 2.Apply for a sod or seed permit

A permit is required to water new sod/seed for more than three days each week. Even with a permit, from May 1 to September 1, no watering is allowed between 10 a.m. and 5 p.m. If you need a paper copy, please contact BOPU’s Water Conservation Specialist at 307-637-6415.
