Board of Public Utilities Releases Timeline, FAQ, and Public Records Regarding Significant Noncompliance Violation Notice

CHEYENNE WY - The City of Cheyenne Board of Public Utilities (BOPU) is releasing information related to the issuance of a Notice of Significant Noncompliance (SNC) to Goat Systems, LLC. The notice concerns the release of Cupriavidus gilardii into the City’s wastewater treatment processes resulting in pass through and interference violations at Crow Creek Wastewater Treatment Plant, Dry Creek Wastewater Treatment Plant and the recycled water (reuse) system.

On Monday, July 13, 2026, the BOPU received a Notice of Appeal from Goat Systems, LLC regarding the violation. Because the matter is now under appeal, the BOPU will not provide additional information through media releases, a press conference or public comment until the appeal process has concluded.

The BOPU appreciates the patience of the public and members of the media throughout this process.

BOPU staff dedicated significant time and effort to the investigation, public notifications, and preparation of the information being released. The BOPU believes the timeline, FAQ, and accompanying public records provide a thorough account of the events and addresses many of the questions raised by the community.
