System Development Fees

System development fees are one-time charges paid by new water and sewer customers to connect to Cheyenne BOPU's system. Rather than spreading the cost of growth across all existing ratepayers, these fees ensure that new development pays its fair share of the capacity it requires from our systems.

• Fund capacity for new growth: Fees recover the cost of existing system capacity and plan for expansion — including source of supply, treatment, storage, and transmission infrastructure — needed to serve new connections.
• Protect existing customers: By charging new development for its share of system capacity, fees keep current ratepayers from subsidizing the infrastructure costs required for new developments.
• Support capital improvements: Revenue collected is set aside specifically for growth-related capital projects, helping fund the infrastructure expansions required to keep pace with a growing service area.
