Pressure reducing valves are designed to lower and regulate incoming water pressure to help protect plumbing systems and fixtures from damage, which may be caused by incoming system pressure. The requirement for pressure reducing valves is covered in the International Plumbing Code and Standard Drawing 2665-19(PDF, 580KB), within the City of Cheyenne specifications, which shows where to install a pressure reducing valve.

P2903.3.1 Maximum Pressure
The static water pressure shall be not greater than 80 psi (551 kPa). Where the main pressure exceeds 80 psi (551 kPa), an approved pressure-reducing valve conforming to ASSE 1003 or CSA B35 shall be installed on the domestic water branch main or riser at the connection to the water service pipe.
