John Edwards

John has an extensive background in both vertical and underground construction. For the last twelve years, he has managed a land development firm and worked on projects in Cheyenne, Laramie, Casper, and Northern Colorado. His professional areas of expertise include large scale community master planning, corresponding infrastructure construction, environmental protection, and land reclamation. He is a past recipient of the Bronze Congressional Award for volunteer service for multiple organizations in Cheyenne including the hospital, Life Care Center, and the Old West Museum. He enjoys golf, music, art, and spending time outdoors. He is passionate about seeing our city reach its maximum potential and ensuring high quality infrastructure elements for our residents for many generations to come.

Keith Zabka

Growing up in Nebraska and Missouri, Keith enlisted in the service and was stationed at FE Warren AFB. Deciding to make Cheyenne his home following discharge from the Air Force, Keith began working in the construction industry. As co-founder of Mechanical Systems Inc. (MSI), he sees the value of community and quality working relationships. After more than 35 successful years, Keith and his business partner recently passed along most of the business to several of their long-term and dedicated employees. While working part-time for MSI in an advisory position, Keith now volunteers his time working on the Governor's Workforce Development Council, Cheyenne LEADS Leadership Board, Cheyenne Airport Board, Cheyenne Country Club Board, and the Foundation Board for Saint Mary's Catholic School here in Cheyenne. Keith and his wife, Shawn, own and operate a cattle ranch in Northwest Nebraska and are the proud parents of three children and 14 grandchildren.

Mary B. Guthrie

Guthrie, a third generation Wyoming native, was born in Newcastle. She has a J.D. and B.A. degree from the University of Wyoming. In her professional career she was a law clerk, Deputy Attorney General for the State of Wyoming, Cheyenne City Attorney and Executive Director of the Wyoming State Bar. After retiring from the practice of law, she was an adjunct English instructor at Laramie County Community College. Guthrie has been involved in many Cheyenne and state organizations. She enjoys walking her dogs, doing yoga and playing the trombone.

Jeff Fassett

Jeff Fassett, a University of Wyoming College of Engineering graduate and former Wyoming State Engineer, brings his expertise in water rights, water resource engineering, policy, and water-related law to Cheyenne's complex water supply system. Jeff’s career as a leading water professional spans over 45 years including work in Colorado, Wyoming, and Nebraska. Jeff is enjoying retirement and fills his free time cycling, hiking, traveling, and visiting with his three children and four grandchildren. Jeff is also a member of the Cheyenne Greenway Advisory Committee and the Greenway Foundation.

Dixie Roberts

Dixie Roberts has been a dedicated small business owner in Cheyenne for over 40 years, bringing extensive expertise in the financial services industry to her community. Throughout her career, she has demonstrated a strong commitment to public service, holding leadership roles on numerous boards and organizations at both the local and state levels, including Chair of the Laramie County Joint Powers Board, the Cheyenne Kiwanis Club, and the Cheyenne LEADS Board. In recognition of her service, Dixie was honored with the Community Spirit Award in 2022. She continues her community involvement today as a member of the Capitol Avenue Bronze Commission. Dixie’s approach to leadership and community involvement is deeply rooted in a guiding principle she embraced through her participation in the Leadership Cheyenne Program and Leadership Wyoming: "Paying rent for the space we occupy." This ethos has shaped her lifelong dedication to civic engagement. Outside of her professional and civic responsibilities, Dixie enjoys spending time outdoors, walking, practicing yoga, gardening, exploring art and history, and supporting her community in meaningful ways.
