REQUEST FOR PROPOSALS
DROUGHT MITIGATION ALTERNATIVES ANALYSIS
The City of Cheyenne, Wyoming Board of Public Utilities (BOPU) is soliciting proposals for professional consulting and engineering services for the Drought Mitigation Alternatives Analysis. This project generally includes the following alternatives to evaluate the advancement of Cheyenne’s water resources:
- Evaluate the Belvoir wellfield and determine feasibility for aquifer storage, transfer, and recovery.
- Perform water quality blending evaluation to determine feasibility to use surface water from North and South Crow Reservoirs and groundwater from Casper Aquifer as potable source water to be treated at Sherard Water Treatment Plant.
- Perform Benefit-Cost Analysis for drought mitigation alternatives.
The BOPU will receive digital proposals at ndayton@cheyennebopu.org, until 2:00 pm local time on September 10th, 2025. The Request for Proposal may be downloaded from the BOPU web site at https://www.cheyennebopu.org/Bids-Proposals.
Each submission package must include: one (1) digital copy.
A pre-proposal meeting will be held at 1:30 pm local time on August 27th, 2025 at the BOPU’s administration office located at 2416 Snyder Avenue, Cheyenne, Wyoming. Information to attend virtually will be listed on the BOPU website. Attendance is strongly encouraged.
Short list for interviews will be announced on September 17th, 2025, and interviews are tentatively scheduled for September 22nd-25th, 2025 at the BOPU’s administration office.
