Sealed Bids for the construction of the Sherard WTP Onsite Hypochlorite Generators Installation will be received by the Board of Public Utilities (BOPU), at the Timothy E. Wilson Administration/Engineering Building located at 2416 Snyder Ave. Cheyenne, WY 82001, until 2:00 PM local time on June 18, 2025 at which time the Bids received will be publicly opened and read. The Project consists of demolition and construction of all structural, mechanical, process, electrical, and control system components necessary to facilitate the conversion of the existing chlorine gas and chlorine dioxide systems to an onsite sodium hypochlorite generation system and a bulk sodium hypochlorite system, respectively.
Each bid must be accompanied by a bid bond with sufficient surety for not less than five percent (5%) of the total amount of such bid, payable to, and to be forfeited to, the Cheyenne Board of Public Utilities as liquidated damages if bidder fails to enter into contract within thirty (30) days after award to him, or fails, at the time of executing the agreement, to furnish a performance bond and a payment bond each in the amount of one hundred percent (100%) of the bid. Facsimile (fax) or other copies of bonds are not acceptable, nor are certified cashier’s checks, certified checks or bank drafts. NO BIDS WILL BE CONSIDERED IF NOT ACCOMPANIED BY SUCH BOND OR IF NOT IN CONFORMANCE WITH THE PROVISIONS OF W.S. 15-1-113.
Qualified Disadvantaged Business Enterprises (DBEs) are encouraged to submit bids on this project. Bidders that use a subcontractor(s)/supplier(s) are required to make a good faith effort at soliciting DBE subcontractor/supplier participation. Bidders shall submit the required DBE Good Faith Effort Documentation form and other related forms with their bids.
The project will be subject to the “Build America, Buy America” provisions of the Infrastructure Investment and Jobs Act (Pub. L. No. 117-58) as set forth in 2 CFR Part 200 and 2 CFR Part 184.
Bids will be received for a single prime Contract. Bids shall be on a lump sum basis for each line item as indicated in the Bid Form.

Electronic Bidding Documents may be viewed and downloaded online at https://www.cheyennebopu.org/Bids-and-Proposals. The date that the Bidding Documents are obtained by the Bidder will be considered the Bidder’s date of receipt of the Bidding Documents. Partial sets of the Bidding Documents will not be available from the Issuing Office. Original CADD and WORD files will not be distributed.
A pre-bid conference will be held at 2:00 PM local time on June 3, 2025, at the Sherard Water Treatment Plant located at 1821 Happy Jack Rd, Cheyenne, WY 82009. A virtual meeting option will also be provided to plan holders. Attendance at the pre-bid conference is optional. The Board of Public Utilities will provide a site tour following the pre-bid conference. The site tour will not be streamed through virtual meeting.
